It’s a folding chaise longue, usually called chaise lounge in English. (The French means long chair.)

Any of the fabric paints available at the craft store will be right. After they dry on fabric, they become water resistant. A suggestion, after you paint it, outline it with a black paint pen (or some other coordinating color) to make it POP.
